Filming permits: what an entertainment lawyer in Thailand checks first
Under the Film and Video Act B.E. 2551 (2008), a foreign production intending to shoot in Thailand must submit its screenplay and a plot summary to the Thailand Film Office at the Department of Tourism, and obtain a permit from the National Film and Video Committee. In addition, the production must appoint a local coordinator registered with the Film Office to act on its behalf.
The requirement is broader than most producers expect. It captures features, television, series, documentaries, commercials, music videos and reality formats. By contrast, still photography and projects using Thai post-production services only fall outside it. Furthermore, once a permit is granted, the production must shoot in line with the approved screenplay.
A draft replacement for the Film Act has been circulating since 2025. It remains a draft, so the current Act still governs. Nevertheless, producers planning 2027 slates should track it.
